Quality of statistical registers as the backbone of official statistics – the case of Slovakia
Statistical registers are often referred to as one of the fundamental pillars of official statistics.

Read more Read less They are created and maintained by statistical offices around the world and, quite logically, face the same problems and challenges as statistics themselves. Alongside statistical surveys, they represent a unique source of data, and their management and integration requires increasing amounts of resources, both human and financial.

The quality and timeliness of the data contained in statistical registers is crucial for the production of statistics, whether we are talking about statistical business register and economic statistics or statistical register of buildings, houses and dwellings and demographic statistics or other examples. Registers are, of course, influenced by the long-term goals of the NSIs to achieve the highest possible level of harmonization and standardization across the Europe. Similarly, their interconnection and interoperability give statistical registers a distinct edge.

However, in addition to statistical registers, the Statistical Office of the Slovak Republic also manages other registers that are closely linked to the aforementioned statistical registers. First and foremost, this is the Single Public Register, which serves as a reference register in the Slovak Republic. This means that, in accordance with the relevant legislation, it is a source of legally valid data on legal entities, entrepreneurs, and public authorities that are currently registered or recorded in more than 100 source registers and records of various information systems. For the public, this register is a source of information such as the code of the main economic activity according to the NACE Rev. 2.1 classification.

The fact that the Statistical Office of the Slovak Republic is the administrator and operator of the register of beneficial owners, which is related to the agenda on the prevention of the use of the financial system for the purposes of money laundering or terrorist financing, is unique in Europe. With regard to the 6th Anti-Money Laundering Directive, the Statistical Office of the Slovak Republic has responsibilities that go far beyond its competences and tasks in the field of official statistics.

The aim of our contribution is to present the challenges and opportunities related to the registers administered by the Statistical Office of the Slovak Republic, especially regarding the ever-increasing demand for interconnected registers containing accurate and up-to-date data.

Read more Read less In this context, the development of the Register guided by the Generic Statistical Business Process Model (GSBPM), which provides a structured framework for organizing and documenting all phases of the statistical production cycle, is considered a sound and efficient practice.

Since 2019, the Hellenic Statistical Authority (ELSTAT) is following a well-structured process and architecture for the compilation of the Statistical Business Register (SBR). Still, aiming at further enhancing SBR’s quality, ELSTAT is advancing the development of a dedicated software application.

The specific software application will integrate all primary data and information related to the Statistical Business Register at the level of each statistical unit – Enterprise group, enterprise, legal unit, local unit, Kind of Activity Unit (KAU) - in line with the principles of the GSBPM. Within this new application a wide range of processes related to the SBR will also be implemented including the integration of data from administrative sources, the processing, updating and validation checks of the SBR.

A series of additional processes for updating the SBR will be incorporated in this application, such as the profiling process for the delineation of enterprise groups, the compilation of the statistical unit “enterprise”, the phases of the intra-group transactions survey and the Large Cases Unit procedures, thus ensuring consistency of data across all related workflows and coherence throughout the entire system.

This new software application will enable the integration of all information relevant to the Annual Business Demography Statistics (BD) into the Statistical Business Register, thereby further automating the compilation process of BD statistics and further improving their quality. Finally, the application will support the EuroGroups Register process, thus contributing to the optimized production of the related statistical outputs.

This paper presents the steps that have been followed for the development of the software application, along with the main outcomes of its implementation, while simultaneously analyzing the key advantages related to the full range of statistical domains that will be integrated within it.

Read more Read less I am a senior statistician at the Hellenic Statistical Authority (ELSTAT), with more than 22 years of professional experience in official statistics. Since 2019, I have been Head of the Registers and Big Enterprises Section, coordinating the development, maintenance and quality management of the Greek Statistical Business Register (SBR) and the EuroGroups Register (EGR), in full compliance with European regulations. My responsibilities include the integration of administrative data sources, enterprise group profiling, operation of the Large Cases Unit, and the compilation of Business Demography Statistics. I have represented Greece in several Eurostat working groups and task forces and contributed to methodological developments within the European Statistical System. I have also led the design and implementation of a dedicated software application to automate register-related processes and enhance data consistency. My work further includes the production of experimental statistics using microdata linking techniques, particularly in the context of COVID-19 and globalization.

Read more Read less It leverages ISTAT’s rich administrative and statistical data on firms, institutions, individuals, and employees. Specifically, the analysis combines information from ISTAT’s statistical registers (SR) —primarily from administrative sources—with microdata from labor force (LFS) and structural business surveys (SBS) on technology use, innovation, and R&D. The study examines the evolving composition of the economy alongside that of the workforce with respect to age and human capital, providing insights into structural changes at the territorial level. When considering BR and LFS the analysis drills in to the level of Local Labour Systems, thanks to small area estimation techniques. The over 500 Local Labour Systems portray sufficently homogeneous contexts, in which the population maintains most social and economic interactions. This integrated approach enables a comprehensive understanding of how knowledge and human capital shape economic dynamics at the national level and in distinctive fashions over the territory, supporting evidence-based policymaking and regional development strategies.

Read more Read less As part of the transformation of Statistics Lithuania into the State Data Agency, the SBR was redesigned within a centralized State Data Governance Information System, replacing legacy solutions with a modular, data-centric architecture.

The initiative combines methodological renewal and technological innovation, guided by the Statistical Business Register Maturity Model, to enhance automation, data integration, traceability, and quality assurance. An important component was the large-scale implementation of NACE Rev. 2.1 recoding, applying a hybrid approach that integrates administrative data, web-based information, rule-based methods, probabilistic models, and Large Language Models alongside expert review.

Overall, the initiative demonstrates how flexible system design and hybrid methodologies can support sustainable SBR modernization, improve data quality, and enable continuous integration of new data sources while maintaining statistical coherence and compliance with international standards.

She has over 20 years of experience in official statistics, with a strong focus on business registers, classifications, standardization, methodology and statistical quality management. She is responsible for the development, modernization and quality assurance of the Lithuanian Statistical Business Register, including the coordination of the consistency of multinational enterprise groups data across statistical domains. Previously, she worked as an advisor and head of classification unit, leading the implementation of international statistical standards, classifications, metadata systems and validation frameworks. Nadezda Fursova has actively contributed to numerous European Statistical System projects and expert groups, particularly in the areas of quality management, data validation, standardization and business registers. She regularly represents Lithuania in international working groups and conferences.
